Yes. You need a permit to finish a basement in Louisville if you build new walls, add doors, cut new openings or create a bedroom. That is the rule on Louisville Metro's basement remodeling project page. Painting, new carpet or new cabinets alone don't need one.

What Does the Code Ask For in a Louisville Basement?

Louisville Metro lists a few requirements that shape the layout. The plans have to show them.

A basement bedroom needs its own way out in an emergency, such as a window well or a door that leads straight outside. That holds even when the basement connects to the rest of the house.

Air for the Furnace

If you build a wall or room around the furnace, it still needs enough air to run safely. Louvered doors or combustion air cut-outs in the wall do the job, unless the furnace draws outside air already.

Insulated Walls

If the basement is heated or cooled like the rest of the house, the walls must be insulated.

Is It Illegal to Finish a Basement Without a Permit?

Louisville Metro says these permits are required by local ordinance and the Kentucky Building Code. Finishing without one can mean opening walls later so an inspector can see the framing and wiring. It can also come up when you sell, if the buyer's inspector or appraiser asks whether the finished space was permitted.

Anchorage, Prospect and the Other Small Cities

Louisville Metro includes smaller cities, and some need extra approvals of their own, so check with the city early. Prospect is split between two counties: most of it is in Jefferson County, but the northern part is in Oldham County, which issues its own permits.
